Please read these terms and conditions (the “Terms and Conditions”) carefully because they describe what you are agreeing to when you use our services. They are also useful to help you understand the services we are providing. This includes what happens if things go wrong.
1. INFORMATION
1.1 When you use our remittance service, you are entering into an agreement. This is between you- the person contracting our service- and us - DANDELION PAYMENTS, INC. dba RIA MONEY TRANSFER (“RIA”) a Kansas, U.S.A. corporation, with offices located at 7000 Village Drive Suite 200, Buena Park, California 90621 U.S.A.
RIA is a licensed money company in the United States, authorized to conduct money transfer services under both federal and state regulatory frameworks. RIA is registered with the Financial Crimes Enforcement Network (FinCEN), the U.S. Department of the Treasury bureau responsible for enforcing anti-money laundering (AML) regulations. Additionally, RIA holds individual license for the provision of financial payment services in all U.S. states where such licenses are required.
As a licensed entity, RIA is subject to rigorous regulatory oversight, including:
- Periodic regulatory examinations by state financial authorities.
- Compliance with federal AML and counter-terrorism financing (CTF) regulations under the Bank Secrecy Act (BSA).
- Reporting obligations to FinCEN and state regulators.
RIA is part of the Euronet Worldwide group, which operates under the Ria Money Transfer brand and consists of multiple licensed entities worldwide engaged in Money Transfer activities. Collectively, the Ria Money Transfer brand entities are regulated by approximately 90 different regulatory bodies across multiple jurisdictions.
Each entity within the group is duly licensed and compliant with the respective national and regional financial regulations, ensuring the highest standards in financial integrity, customer protection and AML compliance.
1.2 This website (“Ria´s website”) and the present Terms and Conditions are owned and edited by DANDELION PAYMENTS, INC a Kansas, U.S.A. corporation, with offices located at 7000 Village Drive, Suite 200, Buena Park, California 90621 U.S.A. (hereinafter "we”, “our” or “us”).

The purpose of Ria´s website is to provide to Ria´s Customers with mandatory information about Ria´s services. Ria´s website is for user´s information purposes only. Users who wish to contract our Money Payment Services as defined herein they should do it in accordance with the sections 3 and 4 of the present Terms and Conditions.
The use of Ria´s website is free and should be done in accordance with any applicable regulation.

1.4 International Payment System Operator
For the purposes of providing services in Ukraine as a Payment System Operator, RIA acts as the International Payment System Operator and Payment Processor.
RIA has been included by National Bank of Ukraine as international payment system in the Register of Payment Infrastructure:

1.5 RIA official name and commercial brand
RIA official name and commercial (brand) name, trademark/sign for goods are the following.
Ria has an international network integrated by correspondents and sub correspondents (“Correspondents”, “SubCorrespondent”) for the Payment Transactions as defined herein and has the capacity to provide processing services and to arrange for payment and distribution of money through such network.
RIA International Network in Ukraine consists in Financial Payment Service Providers, which includes Correspondents and Sub-Correspondents (“Ria´s network of authorised participants”). All participants within the RIA network of authorised participants are duly licensed and authorized to provide cross-border remittance services in their respective jurisdictions. Each Correspondent is responsible for complying with local regulatory requirements, including AML and CTF obligations, ensuring a secure and compliant Money Transaction ecosystem.

3. OUR SERVICES
Under this Terms and Conditions and under regulation of Ukraine, RIA provides money payment services (“Money Payment Services”) in Ukraine.
Payment Transactions destined for Ukraine originate from RIA´s International Network and may be initiated through digital channels or at physical brick-and-mortar locations, with funding provided either in cash or through electronic means of payment.
We will provide you with our Money Payment Service through Ria´s network of authorised participants in Ukraine to transfer funds (the “Transaction” or the “Payment Transaction”) to your chosen recipient (the “Beneficiary”) in Ukraine. You must inform your Beneficiary about the Payment Transaction, and the relevant details included in the Payment Transaction receipt given to you (the “Payment Order” ).
RIA functions as a centralized hub, aggregating all inbound Payment Transactions and making them available for payment through Ria´s network of authorized participants in Ukraine. Each Payment Order includes the designated delivery method, which may be:
Services related to the payment of funds
Payment transaction amounts designated for payment/crediting to the Beneficiary's payment/current accounts[1] in Ukraine are received from the RIA International Network and can be initiated through Remote Channels or at a branch/POS’S, and funding is provided in cash or by electronic means of payment.
RIA functions as a centralized hub, aggregating all incoming payment transactions and making them available for payment/crediting through Correspondents/Sub-Correspondents in Ukraine. Each payment instruction includes a specified method of completing the payment transaction, which may be:
- Cash payment;
- Crediting the amount of the payment transaction to the Beneficiary's payment/current account
Services for sending funds
Payment transactions to/from Ukraine may be initiated in cash or non-cash form[2] (using an IBAN number or payment card details), depending on the services available provided by the Correspondent/Sub-Correspondent.
The Customer provides the Correspondent/Sub-Correspondent with a payment instruction, which the latter provides to RIA for execution for the purpose of further payment/crediting of the payment transaction amount to the Beneficiary specified by the Customer in the payment instruction.
RIA then ensures the delivery of funds through the RIA International Network in accordance with the instructions provided.
The types of payment services to be provided by Correspondents/Sub-Correspondents in the IPS RIA in Ukraine are listed below:
3.1 Money transfer services without opening an account through RIA with the initiation of a payment transaction by an individual (resident/non-resident) in cash through a branch/POS’S and payment of the amount of the payment transaction in cash to an individual (resident/non-resident) through a branch/POS’S (both cross-border payment transactions in EUR, USD, and UAH, and payment transactions within Ukraine in UAH).
Customers and Beneficiaries – individuals (residents/non-residents).

Method of initiating and completing a payment transaction – cash through a POS’S.
Purpose of payment transactions – current non-trade transactions.
3.1.1. Initiation of a payment transaction by an individual in cash through a POS’S may be processed by the Correspondent/Sub-Correspondent only after the Customer provides all the necessary information, pays the full amount of the transaction (including the Customer commission) and signs the Application for transfer of funds for sending (Section 18).
The following data must be collected and verified before execution:
- Country of destination
- Selected delivery method
- Payment transaction amount
- Payment currency
- Exchange rate (if applicable)
- Customer commission amount and currency
- Full name and surname of the Beneficiary
- Full name and surname of the Customer
- Details of the document proving the Customer's identity
Correspondents and Sub-Correspondents are responsible for ensuring that all details of Payment Transactions are correctly recorded and that Customers receive full information about Customer commissions, exchange rates, and payment terms before the Payment Transaction is completed.
The Customer commission applicable when initiating a payment transaction by an individual in cash through the POS’S is set exclusively by RIA and may be adjusted periodically at RIA's discretion. Customer commission tables will be available in the system and must be posted on the Correspondent/Sub-Correspondent's website. All Payment Transactions will be processed in accordance with the latest Customer commissions available in the System.
The Customer must specify the currency in which the amount of the payment transaction will be paid to the Beneficiary, in accordance with the currencies and delivery methods available for the specific destination country.
The Correspondent or Sub-Correspondent shall inform the Customer of the currency of the Payment Transaction and the amount that will be paid to its Beneficiary. If the currency to be paid in the destination country differs from the currency selected by the Customer, the RIA exchange rate shall apply, and the Correspondent or Sub-Correspondent shall inform the Customer and ensure transparency regarding the amount to be received by the Beneficiary.
3.1.2. To pay the amount of the payment transaction in cash, the Correspondent/Sub-Correspondents provide funds to the Beneficiary at the specified POS’S and must:
- Confirm the payment transaction using the unique PIN code provided by RIA.
- Verify the identity of the Beneficiary using an accepted form of identification (passport, national ID card, or other government-issued ID).
- Ensure that the amount of the payment transaction is paid in the specified currency and that no additional fees are charged to the Beneficiary.
- The Beneficiary and Correspondent/Sub-Correspondent shall sign two copies of the Payment Transfer Request (Section 18) - one copy for the Beneficiary and one for the Correspondent/Sub-Correspondent.
- After the payment is completed, mark the Payment Transaction in the system as "Paid" and keep all records (including the Payment Transfer Request) in accordance with the requirements of applicable law.
There may be minor discrepancies between the payment transaction details and the name and surname of the Beneficiary specified in the identity document. For example, Maria and Marya with the same surname. In such cases, the Correspondent or Sub-Correspondent must confirm whether the payment can be made in accordance with the procedure for its execution and applicable Ukrainian legislation. The Correspondent or Sub-Correspondent may also request RIA to change the name and surname of the Beneficiary, and RIA will make reasonable efforts to make changes to the Payment Transaction, if possible.
3.2. Services for executing credit transfers with the user's own funds from the payment/current account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened with the Correspondent/Sub-Correspondent, through the Payment Device[5] and payment of the amount of the payment transaction in cash to an individual (resident/non-resident) through a branch/POS’S (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).

Method of initiating a payment transaction – cashless from payment/current account of Customer using the details of the Customer's payment card or account via a payment device.
Method of completing a payment transaction – cash via location/ POS.
Purpose of payment transactions – current non-trade transactions
3.2.1. Some Correspondents/Sub-Correspondents may offer an additional option that allows Customers, at their discretion, to initiate a Payment Transaction via a Remote Channel from their payment/current account opened with such Correspondents/Sub-Correspondents.
Customers may use one of the following Payment Devices to initiate a Payment Transaction:
- Correspondent/Sub-Correspondent payment terminal
- Internet banking website
- Mobile banking application - software and hardware environment of a mobile phone
- Self-service kiosk - self-service software and hardware complex (hereinafter referred to as "SSK")
- Contact center
A remote channel may be provided to the Customer by the Correspondent or Sub-Correspondent, provided that the Customer has a payment/current account with the Correspondent or Sub-Correspondent.
The Remote Channel is operated directly by the Correspondent or Sub-correspondent on their own terms and conditions and is governed by an agreement between RIA and the Correspondent.
The terms and conditions of the service are an integral part of the current/payment account service agreement between the relevant Correspondent/Sub-Correspondent and the Customer, and such services must comply with the applicable laws of Ukraine. Correspondents/Sub-Correspondents offering this service are responsible for ensuring full compliance with local laws governing consumer protection, transaction processing, and financial monitoring. RIA reserves the right to review and approve the use of the Remote Channel before a Correspondent/Sub-Correspondent can offer it within RIA. RIA, as a payment system operator, supervises the Remote Channel as part of its responsibility for the functioning of the IPS RIA.
The initiation of a Payment Transaction by the Customer is carried out as follows:
- The Customer selects the Payment Device of the Correspondent/Sub-Correspondent with whom the Customer has an open payment/current account and who holds/services the relevant Payment Device, and the Customer identifies himself/herself through this Payment Device in accordance with the rules established by the Correspondent/Sub-Correspondent.
- In case of successful identification of the Customer through the Payment Device as described above, the Customer selects the option to initiate a RIA payment transaction on the Payment Device screen and enters the Beneficiary's details, or selects the Beneficiary from the list of Beneficiaries (to whom the Customer has previously transferred funds at a branch/POS’S or on the Payment Device), and selects the country of payment, selects the delivery method/method of completing the payment transaction in the Ria International Network abroad or in Ukraine, the amount and currency of the payment transaction initiation.
- If the Correspondent/Sub-Correspondent cannot satisfactorily identify the Customer, the transaction cannot be continued and the payment transaction can be initiated by the Customer in cash at any branch/POS’S of any Correspondent/Sub-Correspondent.
- By selecting the appropriate menu item, the Customer confirms the information that appears on the screen of the Payment Device regarding the Payment Transaction (Customer, Beneficiary, country of payment, amount and currency of the payment transaction initiation, amount and currency of the Customer commission for initiating the payment transaction, amount and currency of the payment transaction, amount debited from the current/payment account to initiate the payment transaction, the exchange rate (if the currency of the payment transaction differs from the currency of the current account), as well as the exchange rate applied to the conversion of the amount of the payment transaction initiation into the currency of the payment transaction specified by the Customer).
- After confirming the above information and agreeing to the terms and conditions of the payment transaction via the Payment Device screen, the Customer may continue with the transaction by initiating the payment transaction. By selecting the appropriate menu item to initiate the payment transaction, the Customer simultaneously confirms that they have read, understood, and agreed to the terms and conditions of the payment service. Agreement with the terms and conditions for the execution of the Payment Transaction is recorded by the Correspondent/Sub-Correspondent. The terms and conditions for the provision of the service are permanently available on the website of the Correspondent/Sub-Correspondent and form an integral part of the agreement on the servicing of current/payment accounts between the relevant Correspondent/Sub-Correspondent and the Customer.
- After selecting the appropriate menu item on the Payment Device, the Customer initiates a payment transaction (the Customer's instruction to the Correspondent/Sub-Correspondent to execute the Payment Transaction) by debiting funds from their current/payment account and exchanging payment transaction data with the RIA system.
- After that, the Customer can receive a receipt from the Payment Device with information about the completed Payment Transaction, which is issued by the Payment Device (the receipt must contain the PIN of the payment transaction and other mandatory details in accordance with Instruction No. 103).
- Funds are debited from the current/payment account in accordance with the internal rules for debiting funds from the current/payment accounts of the Correspondent/Sub-Correspondent.
The Correspondent or Sub-Correspondent must verify the Customer's first and last name using compliance filters before processing the Payment Transaction. A payment transaction in the RIA network is considered initiated only at the moment the Correspondent transmits the payment instruction to RIA.
3.2.2. Payment of the payment transaction amount in cash to an individual through a POS’S is carried out in accordance with the rules specified in clause 3.1.2. above.
3.3 Services for transferring funds without opening an account through RIA with the initiation of a payment transaction by an individual (resident/non-resident) in cash through a branch/POS’S and crediting the amount of the payment transaction to the payment/current account of an individual (resident/non-resident) opened with the Correspondent/Sub-Correspondent, through the Payment Device[8] (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).
Customers and Beneficiaries are individuals (residents/non-residents).

Method of initiating a payment transaction – cash via POS’S.
Method of completing a payment transaction – non-cash to the Beneficiary's payment/current account using details of payment card or account of Beneficiary via a Payment Device.
Purpose of payment transactions – current non-trade transactions
3.3.1. Initiation of a payment transaction in cash through a POS’S is carried out in accordance with the rules specified in subparagraph 3.1.1. above.
3.3.2. Remote channels are a service for crediting the amount of a payment transaction initiated in cash to the Beneficiary's payment/current account. Some Correspondents/Sub-Correspondents may offer an additional option that allows Beneficiaries, at their discretion, to complete a payment transaction in the form of a credit to a payment/current account opened with such Correspondent/Sub-Correspondent using the Correspondent/Sub-Correspondent's Payment Device.
Beneficiaries may redirect the amount of the payment transaction to their payment/current account through one of the following Payment Devices:
- Internet banking website
- Mobile banking application - mobile phone software and hardware environment
- PTKS
- ATM
- Contact center
The remote channel may be provided to the Beneficiary by the Correspondent or Sub-correspondent, provided that the Beneficiary has a payment/current account with the Correspondent or Sub-correspondent. The Remote Channel is operated directly by the Correspondent or Sub-correspondent on their own terms and conditions and is governed by an agreement between RIA and the Correspondent.
The terms and conditions of the service are an integral part of the current/payment account service agreement between the relevant Correspondent/Sub-Correspondent and the Beneficiary, and such services must comply with the applicable laws of Ukraine. Correspondents/Sub-Correspondents offering this service are responsible for ensuring full compliance with local laws governing consumer protection, transaction processing, and financial monitoring. RIA reserves the right to review and approve the use of the Remote Channel before a Correspondent/Sub-Correspondent can offer it within RIA. RIA, as a payment system operator, supervises the Remote Channel as part of its responsibility for the functioning of the IPS RIA.
Correspondents/Sub-Correspondents are required to set up filters and limits in accordance with applicable law. Correspondents/Sub-Correspondents must ensure that they are duly authorized by the laws and regulations of the applicable jurisdictions to conduct transactions using Remote Channels.
An individual specified as the Beneficiary via the RIA system may initiate the process of crediting funds to a current account by calling the Correspondent's or Sub-Correspondent's Contact Center.
The crediting of the payment transaction amount via RIA, by crediting funds to the Beneficiary's payment/current account through the Correspondent's or Sub-correspondent's Contact Center, is carried out in the following sequence.
Provided that the Beneficiary has a payment/current account with the Correspondent or Sub-correspondent, the operator of the Correspondent's or Sub-correspondent's Contact Center performs voice identification of the Beneficiary, namely, obtains the following data:
- Beneficiary's full name;
- date of birth;
- payment/current account number or payment card number; and
- secret password and its correspondence to the data of such account.
If the Beneficiary's voice identification is successful, the operator enters a unique RIA payment transaction PIN code into their software/hardware complex. After that, they receive data on the availability or unavailability of the payment transaction from RIA. If the payment transaction is available in the RIA system and its amount can be credited to the Beneficiary's payment/current account, the Correspondent/Sub-Correspondent is obliged to check and compare:
- the currency of the RIA payment transaction with the currency of the Beneficiary's payment/current account; and
- the information about the Beneficiary's surname and first name contained in the RIA payment transaction data and in the data of the payment/current account or payment card number opened with such Correspondent/Sub-Correspondent.
- Check the Beneficiary's first and last name using compliance filters.
The payment transaction is searched only by the payment transaction PIN code, which is known only to the Beneficiary.
If the verification of the Beneficiary's payment/current account details or payment card number is successful, the operator of the Correspondent's or Sub-Correspondent's Contact Center makes a request for voice confirmation of the Beneficiary's acknowledgment and acceptance of the terms of service, and only after receiving such confirmation does it initiate the transfer of funds to the Beneficiary's payment/current account.
To credit the amount of the payment transaction to the Beneficiary's payment/current account via PTKS or an ATM, the Beneficiary selects the Payment Device of the Correspondent or Sub-correspondent with whom the Beneficiary has a valid payment/current account and who holds and services the relevant Payment Device, inserts their payment card into its receiving device and enters their personal code on the screen, which is created and stored by the Correspondent or Sub-correspondent for the use of the payment card through Payment Devices, as well as for initiating other payment transactions, and identifies the Beneficiary, namely by verifying the following data:
- the Beneficiary's full name;
- date of birth;
- payment/current account number or payment card number; and
- the correspondence of the personal code to the data of such an account.
To credit the amount of the payment transaction to the Beneficiary's payment/current account via the Mobile Banking application (mobile phone software and hardware environment) or the Internet Banking website, the Beneficiary is authorized and identified online via the Internet or mobile banking of the Correspondent or Sub-correspondent with whom the Beneficiary has a valid payment/current account.
If the Beneficiary is successfully identified via the payment device as described above, the Beneficiary selects the option to credit the RIA payment transaction amount on their screen and enters the payment transaction PIN code. If the Correspondent or Sub-correspondent cannot satisfactorily identify the Beneficiary and/or if the PIN for the Payment Transaction entered by the Beneficiary is not confirmed by the RIA system and does not match the Beneficiary's details recorded by the Correspondent or Sub-correspondent in relation to the relevant payment/current account or payment card, the Payment Transaction cannot be continued. In any case, if the Beneficiary's identification is unsatisfactory, they may contact the branch/POS’S of any Correspondent or Sub-correspondent to attempt to make a cash payment of the payment transaction amount.
In addition, the Correspondent/Sub-Correspondent is required to verify the Beneficiary's first and last name using compliance filters.
If the above steps are successfully completed, the Beneficiary confirms the information displayed on the Payment Device screen regarding the payment transaction (Customer, Beneficiary, country of origin, amount and currency of the payment transaction, amount to be credited to the payment/current account or payment card, and exchange rate if the currency of the Payment Transaction differs from the currency of the account). After confirming the above information and agreeing to the terms and conditions of the payment transaction via the payment device screen, the Beneficiary may proceed with the payment transaction. By selecting the appropriate menu item for crediting the amount of the payment transaction, the Beneficiary simultaneously confirms that they have read, understood, and agreed to the terms and conditions of the RIA payment service. The terms and conditions for the provision of the service are always available on the website of the Correspondent or Sub-correspondent and are an integral part of the account service agreement between the relevant Correspondent or Sub-correspondent and the Beneficiary.
After the Beneficiary selects the appropriate menu item on the Payment Device, the payment transaction amount is credited by transferring funds to their payment/current account and exchanging information with the RIA system regarding the Payment Transaction, after which the Beneficiary can obtain a Payment Device receipt with information about the transaction performed, which is printed and issued by the Payment Device (the receipt must contain the mandatory details in accordance with Instruction No. 103). Funds are credited to the payment/current account in accordance with the internal rules for crediting funds and replenishing the current accounts of the Correspondent or Sub-correspondent. If the payment transaction is completed via the software and hardware environment of a mobile phone or an Internet banking website, the Beneficiary can view and print the receipt independently.
3.4. Services for executing credit transfers with the user's own funds from the payment/current account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened with the Correspondent/Sub-Correspondent, via the Payment Device[11] and crediting the amount of the payment transaction to the payment/current account of an individual (resident/non-resident) opened with the Correspondent/Sub-Correspondent via the Payment Device[12] (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).
Customers are individuals (residents/non-residents), individual entrepreneurs, legal entities (residents/non-residents).
Beneficiaries - individuals (residents/non-residents).

Method of initiating a payment transaction – cashless from payment/current account of Customer using the details of the Customer's payment card or account via a Payment Device.
Method of completing a payment transaction – cashless to the Beneficiary's payment/current account using details of payment card or account of Beneficiary via a Payment Device.
Purpose of payment transactions – current non-trade transactions
3.4.1. The payment transaction is initiated in accordance with the rules specified in clause 3.2.1. above.
3.4.2. The amount of the payment transaction is credited to the Beneficiary's account in accordance with the rules specified in sub-clause 3.3.2 above.

3.5.1. Services for transferring funds without opening an account through RIA with the initiation of a payment transaction by an individual (resident/non-resident) in cash through a branch/POS’S and crediting the amount of the payment transaction to the current/payment account of an individual (resident/non-resident), individual entrepreneur and legal entity (resident/non-resident), opened with the Correspondent, without the Beneficiary contacting the Correspondent to complete the payment transaction (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).

3.5.3. 3.5.4. Services for transferring funds without opening an account through RIA with the initiation of a payment transaction by an individual (resident/non-resident) in cash through a branch/POS’S and crediting the amount of the payment transaction to the current account of an individual (resident/non-resident), individual entrepreneur and legal entity (resident/non-resident), opened in a bank other than the Correspondent, through the Electronic Payment System of the National Bank of Ukraine, without the Beneficiary contacting the Correspondent to complete the payment transaction (both cross-border payment transactions in EUR, USD, and UAH from abroad for crediting to a current account in Ukraine, and payment transactions within Ukraine in UAH).

3.5.5. Services for executing credit transfers using the user's own funds from the payment/current account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened with the Correspondent/Sub-Correspondent through the Payment Device[21] and crediting the amount of the payment transaction to the current/payment account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened with a bank or non-bank payment service provider other than the Correspondent, with the involvement of the KPS, without the Beneficiary contacting the Correspondent to complete the payment transaction (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).

3.5.6. Services for transferring funds without opening an account through RIA with the initiation of a payment transaction by an individual (resident/non-resident) in cash through a branch/POS’S and crediting the amount of the payment transaction to the current/payment account of an individual (resident/non-resident), individual entrepreneur and legal entity (resident/non-resident), opened with a bank or non-bank payment service provider other than the Correspondent, with the involvement of KPS, without the Beneficiary contacting the Correspondent to complete the payment transaction (cross-border payment transactions in EUR, USD, and UAH; as well as payment transactions within Ukraine in UAH).

3.5.7 Description of the initiation and completion of a payment transaction
Payment transactions initiated via a payment device (clauses 3.5.1, 3.5.3, and 3.5.5 above) are carried out in accordance with the rules specified in clause 3.2.1 above.
Initiation of a payment transaction in cash via a POS’S (clauses 3.5.2., 3.5.4. and 3.5.6. above) is carried out in accordance with the rules specified in clause 3.1.1. above.
Direct crediting of the payment transaction amount to a payment/current account is a delivery method that allows funds to be credited directly to the Beneficiary's payment/current account using an IBAN or payment card number.
Correspondents in Ukraine that perform payment transactions with direct crediting of the payment transaction amount to the account (without the Beneficiary contacting the Correspondent to complete the payment transaction in Ukraine) ensure crediting to the payment/current accounts of Beneficiaries in Ukraine opened with such Correspondent (clauses 3.5.1. and 3.5.2. above), at any bank (clauses 3.5.3. and 3.5.4. above), or at any bank or non-bank payment service provider (clauses 3.5.5. and 3.5.6. above) that has the appropriate license and is entered in the register of payment infrastructure in Ukraine.
For direct crediting of the payment transaction amount to the account, RIA transfers payment instructions to the Correspondent, who credits/ensures the crediting of the payment transaction amount to the Beneficiary's account. The Correspondent must ensure that all necessary account details have been provided, including:
- Bank name
- Full name of the Beneficiary
- Payment/current account number (IBAN or payment card number)
- Amount and currency
- POS’S number/name/address (if required)
- Account type (if applicable)
- City (if applicable)
The correspondent must confirm the successful crediting of the payment transaction amount or the rejection of the payment transaction in case of incorrect data or inconsistencies, as well as keep all records in accordance with the requirements of applicable law.
The Correspondent shall ensure that payment transaction amounts are credited only to payment/current accounts opened with such Correspondent (clauses 3.5.1. and 3.5.2. above), while payment transaction amounts may be credited to payment/current accounts opened with such Correspondent or to payment/current accounts opened with any bank (clauses 3.5.3. and 3.5.4. above), or with any bank or non-bank payment service provider (clauses 3.5.5. and 3.5.6. above).
If a payment transaction with direct crediting of the payment transaction amount to the account is credited by the Correspondent to the Beneficiary's payment/current account opened exclusively with such Correspondent (clauses 3.5.1. and 3.5.2. above), the Correspondent shall credit the amounts of payment transactions through its own internal systems (back-end system, core banking system, etc.).
In the case of a Payment Transaction with Direct Crediting of the amount of the payment transaction to the account, which is credited by the Correspondent to the Beneficiary's current account opened with another bank (clauses 3.5.3. 3.5.4. above), or to the Beneficiary's payment/current account opened with any bank or non-bank payment service provider (clauses 3.5.5. and 3.5.6. above), the Correspondent processes such Payment Transactions as follows
- For crediting using IBAN details - through the Electronic Payment System of the National Bank of Ukraine (EPS) - sub-clauses5.3. and 3.5.4. above; or
- For crediting to payment card details - through the Correspondent's processing center, in accordance with the protocols of the Visa, MasterCard, UnionPay International, and PROSTIR card payment systems (hereinafter - "CPS") - sub-clauses5.5. and 3.5.6. above.
In addition, such banks must be members of the EPS (clauses 3.5.3. and 3.5.4. above) and/or the relevant card payment systems (clauses 3.5.6. and 3.5.6. above), regardless of whether they are members of the RIA.
A correspondent that ensures the crediting of the payment transaction amount to the Beneficiary's payment/current account using payment card data (clauses 3.5.5. and 3.5.6. above) must be an acquirer of the relevant card payment system.
A correspondent who credits/ensures the crediting of the payment transaction amount to the account is obliged to verify all necessary information about the Customer/Beneficiary of such a payment transaction from the Direct crediting of the payment transaction amount to the account in accordance with the requirements of Ukrainian legislation on combating money laundering and terrorist financing.
The correspondent ensuring the crediting of the payment transaction amount is obliged to ensure the tracking of funds for payment transactions involving the transfer of funds carried out via using the NBU/KPS electronic payment system (clauses 3.5.3, 3.5.4, 3.5.5, and 3.5.6 above), all necessary information about the Customer/Beneficiary in accordance with the requirements of Ukrainian legislation in the field of preventing and combating the legalization (laundering) of proceeds from crime, financing of terrorism and financing of the proliferation of weapons of mass destruction.
3.6. Crediting the amount of the payment transaction to the Beneficiary's account without the Beneficiary's request to complete the payment transaction in the RIA International Network abroad.
3.6.1. Services for executing a credit transfer with the user's own funds from the current account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened with the Correspondent/Sub-Correspondent, through the Payment Device[24] and crediting the amount of the payment transaction to the account of an individual (resident/non-resident), individual entrepreneur, and legal entity (resident/non-resident) opened in the RIA International Network abroad, without the Beneficiary contacting the Correspondent to complete the payment transaction.
Customers and Beneficiaries are individuals (residents/non-residents), individual entrepreneurs, and legal entities (residents/non-residents).
Territory of execution – from Ukraine
The currency of the payment transaction initiation is the euro, USD, and UAH[25] .
The currency of payment transaction disbursement is foreign currency.
Method of initiating a payment transaction – non-cash using the details of the Customer's payment card or account via a Payment Device.
Method of completing the payment transaction – cashless to the Beneficiary's account in accordance with the legislation of the country of destination.
Purpose of payment transactions – current non-trade transactions
Payment transactions are initiated via the Payment Device in accordance with the rules specified in clause 3.2.1. above.
The completion of payment transactions in the RIA International Network abroad is carried out in accordance with the operation of such crediting services in the destination country and in accordance with the established rules of RIA in such destination country and local legislation.
3.6.2. Services for transferring funds without opening an account through RIA, with the payment transaction initiated by an individual (resident/non-resident) in cash through a branch/POS’S and the payment transaction amount credited to the account of an individual (resident/non-resident), individual entrepreneur and legal entity (resident/non-resident), opened in the RIA International Network abroad, without the Beneficiary contacting the Correspondent to complete the payment transaction.

Method of completing the payment transaction – non-cash to the Beneficiary's account in accordance with the legislation of the country of destination
Purpose of payment transactions – current non-trade transactions
Initiation of a payment transaction in cash through a branch/POS’S is carried out in accordance with the rules specified in clause 3.1.1. above.
The completion of payment transactions in the RIA International Network is carried out in accordance with the operation of such crediting services in the country of destination and in accordance with the established rules of RIA in such country of destination and local legislation.
4. CHARGES
The charges and fees you have agreed to pay in relation to the Transaction are set out in the Payment Order. Please note that sometimes, your Beneficiary’s receiving bank may impose fees on the Payment Transaction which are out of our control. You, or your Beneficiary are responsible for any such fees.

- Italy - average Customer Charge is 2.2%

RIA shall determine the Customer Fee in its sole discretion, and it may be changed from time to time, in RIA’s sole discretion.
Your method of payment must have sufficient funds or credit available, so that we can receive such funds to proceed with the Payment Transaction. Please be aware that we do not provide credit and are not able to advance any funds to cover any part of a Payment Transaction.
Your card issuer and/or your bank or credit institution will also have terms and conditions that apply to your use of your credit/debit card or bank account. These may include their own fees and charges. Please also note that additional provisions may be imposed by your card issuer and/or your bank or credit institution when paying for our Money Payment Services by card.
5. THE INFORMATION WE NEED
To make a Payment Transaction, you must give us the information we need, which will be included in the Payment Order. You must check the payment details carefully to make sure you are making the Money Transaction to the right person and for the correct amount. If you go ahead, we will assume that the information you provided us is correct.
Please note that if you do not provide full and accurate information, RIA may not be able to complete the Payment Transaction to the Beneficiary. If we refuse a Payment Transaction, we will tell you about the refusal and if possible, the reasons for the refusal.
6. PAYMENT TRANSACTION
If we have all the information, we need from you, the Payment Transaction will be sent to the Correspondent you chose for your Beneficiary the same day we received your instructions. The money will be available for collection by the Beneficiary during the operating hours of the Correspondent’s location where you instructed us to send the funds.
You can contact us to check the address and operating hours of Correspondents and approved payment locations (“Payment Locations”) or, you can use the interactive map available at https://www.riamoneytransfer.com/locations.
Our working days are Monday to Friday excluding public holidays (“Business Days”).
Please note that Payment Transactions may be subjected to delays due to availability of funds at the relevant Payment Location by conditions in the Beneficiary’s destination country or regulatory requirements. We are unable to assure you when the money will be available for collection by the Beneficiary.
If you have requested us to deliver the funds to an Account hold by a third party, we cannot assure you when the bank maintaining the Account will credit the funds.
Please remember that a Payment Transaction does not constitute a deposit or electronic money. Neither you nor the Beneficiary holds a payment account with us.
We can refuse to perform a Payment Transaction at any time for any reason. If we refuse to perform a Payment Transaction, unless it is unlawful to do so, we will tell you and if possible, give you the reasons for our refusal. If the refusal is due to any factual errors, we will tell you what these are and how to correct them. We will have no liability to you for a failure to perform or incorrect performance of a Payment Transaction if the reason for this was our refusal to proceed with that Payment Transaction or any part of it.
Our total liability to you regarding a Payment Transaction is limited to the full amount of the transferred funds and any charges which you have paid and any interest which you may be required to pay as a result of any non-performance or incorrect performance by us of the Transaction.
7. IDENTIFICATION
When you contract our Money Payment Services, we need to check we are dealing with the person you say you are. For this reason, we ask for a photo ID. From time to time, we may require you to provide updated and/or further documentation and/or information to use our Money Payment Services and enable us to complete our anti-money laundering and compliance processes. If you do not comply with this requirement, we can refuse to provide the Money Payment Service.
8. FOREIGN EXCHANGE
If your Transaction is to be paid to your Beneficiary in any currency other than USD or EUR, we will apply a currency exchange rate (the “Exchange Rate”) to convert the transferred funds into the currency payable to your Beneficiary, as set out in the Payment Order.
We may retain any amounts resulting from the difference between the Exchange Rate applied to you and the exchange rate received by us. Any monies arising in this way represents a business profit that belongs and will be kept by us or our Correspondents. Any Exchange Rate revenue will be in addition to the fees for transferring your funds.
If the Beneficiary requests to receive the transfer funds in a different currency to the one stated on the Payment Order, an additional fee may be charged. This exchange is a separate transaction between the Beneficiary and the Correspondent and does not form part of the Service or your agreement with us.
9. REFUND/CANCELLATION OF A TRANSACTION
To cancel a Transaction, you must contact us or the Correspondent/Sub-Correspondent where you placed the funds in person and provide the original copy of the valid Payment Order, together with a photo ID. Unless we have already paid the transferred funds to the Beneficiary, or we are prevented by law, we will refund to you, both the transferred funds and the fee for the Transaction, within 15 Business Days of your request, less any applicable fees or service charges related to the cancellation. Refunds will be issued in the same manner as you paid for the Transactions, in cash if you paid by cash, or to the debit or credit card you used.
If the transferred funds were already paid to the Beneficiary, we cannot cancel the Transaction and refund the funds to you.
If after 30 days of making the Transactions, the Beneficiary fails to collect the funds, we will automatically cancel the Transaction and advise you of this. We will hold the funds of the Transaction in trust until you collect them except for any regulatory or legal reasons.
10. TRANSACTIONS AND THE PAYMENT SERVICES REGULATIONS
We may be liable to you under the Regulations where we fail to perform or incorrectly perform any Transaction that you authorised us to perform or for any unauthorised Transaction.
If you believe we may have failed to perform or incorrectly performed any Transaction, or you did not authorise a Transaction, you should let us know as soon as possible. We will start to investigate the matter and let you know the outcome of our investigation.
If we have failed to perform or incorrectly performed such a Transaction, we will make good and correct the error and deliver the amount of the unperformed or incorrectly performed Transaction.
If something goes wrong, you must inform us no later than 13 months after the Transaction date or becoming aware of any unauthorised or incorrectly executed Transaction. If you inform us about the error after this period has expired, we may investigate it, but we don’t have to.
If you give us wrong instructions or tell us to make the same Transaction more than once by accident, you are responsible. We’ll try to help you get the money back. We may not always be able to do this, and we may charge a fee for tracing, recalling or cancelling a Transaction.
11. SAFEGUARDING
Once we have received funds for a Transaction (the “Relevant Funds”), we will safeguard the Relevant Funds by ensuring that they are covered by a comparable guarantee given by an authorised insurer or an authorised credit institution. Relevant Funds will be safeguarded for as long as they are held by us and at a minimum until funds are transferred to the Beneficiary’s payment service provider.
For your information, we do not hold funds in an account or accept deposits but instead perform the service of transferring funds to your designated Beneficiary without opening an underlying account for you.
12. YOUR INFORMATION
We need to use the information you provide us (for example, your name, address, e-mail address, telephone number, occupation, date of birth, details of the Transaction (including the purpose) and Beneficiary) to provide you with the Money Payment Services, for our internal research and customer analysis and for our legal, compliance and/or regulatory requirements.
This may include compliance transaction analysis and monitoring, where we hold and use that information to review Transactions which are placed "on hold" when certain transaction criteria are triggered. This information may be passed to and reviewed by a third party because of those filters being triggered.
We may also use the information provided by you to contact you in relation to our Money Payment Services and offers that we think are of your interest.
We may provide the information provided by you to affiliated companies, Correspondents, Sub-Correspondents and/or trusted third parties for the purposes set out above which may involve the transfer and/or storage of your information outside Ukraine. For example, we may transfer the information provided by you to our affiliate storage databases in the United States of America. We will hold your information for 5 years.

You may exercise your rights in relation to your information and withdraw your consents to contact you by email at any time by contacting us at: privacyrequest@euronetworldwide.com
If you have agreed for us to contact you by SMS, this will remain in place unless you withdraw your consent. We may use SMS to notify you of details related to the Money Payment Service and the Transaction and/or for marketing purposes (for example details of our services that we think may be of your interest). You will be solely responsible for any third-party charges in relation to receiving SMS from RIA. You can opt out from the SMS messaging at your Correspondent, by email, by calling us, or by following any opt out instructions included in all SMS we send.
You confirm that you have the necessary authority to give RIA the personal data (for example, name, address and bank account details) of the Beneficiary to make the Transaction. This will include us giving this information to the relevant Correspondent or Sub Correspondent (who may be located outside Ukraine) for the purposes of the Transaction.
13. COMPLAINTS
If you have a complaint, we will do everything we can to solve your problem. You can submit it in person at your Correspondent or Sub Correspondent or thought by contacting US and communicate your complaint. We’ll let you know as soon as possible in writing that we’ve received your complaint. We’ll then keep you up to date about our progress until we have finished looking into your complaint and send our response to you within 15 Business Days of receiving your complaint. In exceptional situations we may extend this deadline up to 35 Business Days, and we’ll explain the reasons for the delay.

14. RIGHTS OF THIRD PARTIES
Only you and us can enforce any part of this Agreement and a person who is not a party to the Agreement for the Transaction has no such rights.
15. GOVERNING LAW & JURISDICTION
This Agreement is governed by the laws of England and Wales, which also applies to setting up our relationship. If you want to bring a claim against us in the courts, you can do so using the courts of England and Wales.
16. PRIVACY:
The Customer, by agreeing to these terms, expressly consents that: (i) any personal data provided during the execution of the service provided by RIA, are subject to treatment by RIA; and (ii) the data is communicated to other companies of the RIA group and to third parties service providers, and such companies may be located outside Ukraine, within the European Economic Area or in other countries that may not offer a level of protection equivalent to that of said Space, in order to manage this request for the sale of foreign banknotes and comply with RIA’s legal obligations, as detailed on the RIA website (Legal documents (riamoneytransfer.com). The processing of the Customer’s data is necessary for the provision of the foreign banknote service and if said data processing is not consented, the service cannot be provided. The Customer may at any time exercise the rights of access, rectification, opposition, suppression, limitation of treatment and portability n via email dpo@riamoneytransfer.com under the terms established in the additional information. 17. INTELLECTUAL PROPERTY
17.1 Our Service and the Ria r website, its entire contents, features, and functionality (including but not limited to all information, software, text, displays, images, graphics, videos and audios, and the design, selection, and arrangement thereof), are owned by us, the Euronet Worldwide Inc. group (a group to which we belong) (“Our Group”) and/or our/their licensors or other providers of such material. They are protected by English, EU, and international laws governing copyright, trademark, patent, trade secret and other intellectual property or proprietary rights and remain the property of us, Our Group, and any relevant third-party licensors.
17.2 You are permitted to use the Ria website and our Service solely for your personal, non-commercial use. You must not:
- copy, modify, create derivative works of, publicly show, publicly display, republish, download, store or transmit any of the material on our site, except to: (a) save copies of such materials temporarily in “Random Access Memory”; (b) store files that are automatically cached by your web browser for display enhancement purposes; and/or (c) print a reasonable number of pages of the Ria website for a permitted use.

18.1 RESPONSIBILITY FOR LOSSES
You shall be responsible for any losses, expenses or other costs incurred by us, our Group, affiliates and licensors and their respective officers, directors, employees, contractors, agents, licensors and suppliers from and against any claims, liabilities, damages, judgments, awards, losses, costs, expenses or fees (including reasonable legal fees) which result from your breach of these Terms and Conditions, including, without limitation, any use of the Ria website content or Our Money Payment Service other than as expressly authorized in these Terms and Conditions or your use of any information obtained from the Ria website or your negligence, fraud or wilful misconduct.
18.2 DISCLAIMER OF WARRANTIES
You must not misuse the Ria website by knowingly introducing viruses, trojans, worms, logic bombs or other material that is malicious or technologically harmful. You must not attack the Ria website via a denial-of-service attack or a distributed denial-of-service attack. By breaching this provision, you would commit a criminal offense under applicable regulation. If you breach the terms of the present clause, we will report any such breach to the relevant law enforcement authorities, and we will cooperate with those authorities by disclosing your identity to them. In the event of such a breach, your right to use the Ria website will cease immediately.

19. COMPLIANCE WITH INTERNATIONAL OVERSIGHT STANDARDS (SUBJECT TO A COMPREHENSIVE AND/OR THEMATIC ASSESSMENT OF THE PAYMENT SYSTEM BY THE NBU
RIA is a dedicated company committed to complying with the highest industry standards. We have developed risk-based policies and procedures that are designed to detect and prevent money laundering and terrorist financing and comply with the most demanding requirements of our regulators and designated authorities in Ukraine and globally.
RIA has established and maintains worldwide compliance and oversight programs including the setting and implementation of international standards and best practices thereto with emphasis on prevention and detection of Money Laundering, Fraud and Terrorism Financing activities.
RIA´s compliance program is subject to frequent external AML reviews ensuring a robust set-up. The compliance program includes the use of technology driven tools to prevent misuse of RIA by criminals or fraudsters. Those tools are in-house developments and external and industry-wide recognized systems including programs like Actimize, Integrated Compliance Environment, Ria Graph Analysis Tool.
RIA operates under a strict and up-to-date real-time compliance regime as it is the policy of the group to adapt to international compliance standards and requirements of countries and territories in which it operates, where regulators’ stringent and demanding programs must be observed without compromise as an operating prerequisite. The developments in the existing software are monitored, payment and security policies are assessed against determined requirements and, where necessary, changes are induced in order to ensure the safe and efficient functionality of these systems.
RIA’s Correspondents and Sub-Correspondent in Ukraine are obligated to comply with the applicable Ukrainian legislation.
